The Assistant Manager, Payroll Services is responsible for the operational management of Payroll Services. This position manages Payroll Clerks and ensures the accuracy of payroll, which involves ongoing monitoring of payroll activities such as controls, quality assurance, and compliance verification including performing account reconciliations. The Assistant Manager coordinates the implementation and administration of mandated payroll regulations and policies and provides confidential statistical and financial analysis of payroll and benefits information. The incumbent leads day-to-day operations of the Payroll and Benefits Clerks and ensures compliance with established payroll principles and practices in accordance with the collective agreements, relevant legislation, regulations, and employment standards.
Education & Experience
Two years related diploma (finance, business, etc.) plus completion of the Payroll Compliance Practitioner (PCP) certification.A minimum of four (4) years of experience directly related to processing of pay/ payroll systems in a complex, high volume, multi-union environment, preferably in the public sector; including at least one (1) year of supervisory experience.An equivalent combination of education and experience may be considered.Preference given to candidates with a diverse combination of formal education/specialized training in areas of leadership.An equivalent combination of education and experience may be considered.Intermediate or Advanced working knowledge of MS Office applications (including Excel) and the ability to upgrade if required.Knowledge of collective agreements as they pertain to payroll matters.Knowledge of the various regulations governing payroll administration in British Columbia, including the Income Tax Act, Employment Insurance Act, regulations of the Canada Pension Plan and College Pension Acts and Workers’ Compensation Board.Knowledge pension information and calculations.Knowledge of auditing and internal control best practices.Skills & Abilities

Salary Range:
$37.56 - $55.09 per hour
Pay Grade:

Compensation beyond the mid-point requires approval by the Public Sector Employers’ Council Secretariat (PSEC).
